The basis idea of multiple rear axle or ,TANDEM AXLE, is to increase the seating capacity of the bus. The prominent factor that increase passenger comfort is the design of the rear axles. Because of two axles in the rear, if tires of the one axle are going over a speed breaker, the other one is still on ground thus reducing the overall jerk felt in the passenger compartment. Similarly, if the tires on one of the axles is going into the a pothole in the road, the other one will stay on the ground. One important thing to note here is the placement of the leaf springs: They are inverted parabolic leaf springs with the two points at the at axles and the mid linked to the chassis. There is a good reason for this. What you are seeing is called an air tag axle. This non driving axle is controlled automattically by the air pressure air springs in a driving (always down) axle. If the pressure in the air suspension on the controlling axle gets below a certain level, as in when the truck is unloaded, the air in the tag axle is dumped and steel coil springs raise the axle to move more weight to the driving axles. So why is this done? When the load on a very large tire gets too small, the patch area also gets very small and braking can cause the tire to just stop and scrape rubber of the tire, rather than slow the truck, as the brakes are applied. That causes flat spots, tire balance problems and eventual cord exposure. So, just as there is a maximum load for a tire, the is also an unpublished practical minimum load. You can have a multi axle vehicle with air suspension or hydraulic suspension or even leaf spring. Axle has got nothing to do with it. Axles are just added for weight distribution. Suspensions are for comfort and dampening the jerks and the harshness. Coming to the exact question you asked regarding buses. Usually multi axle buses have a much better suspension, and are the premium segment of buses. That's the only reason it feels better If you compare a bus from the same manufacturer, a same lineup, in that case the multi or single axle will make no difference to you. If you are comparing two different segment from two different brands, well then it's like comparing a VW Polo to a BMW.
